The British Government desired to impart Army training to students of Indian universities so that they may get good officers for their forces. In view of this they started university training corps which later on during 1925 was changed into university Officers Training Corps.

During Second World War it was noticed that university officers training corps could not fulfil its mission. Considering this and to impart training to youth in future, the Gov. of India appointed a National Cadet Corps Committee during 1946 under the chairmanship of pt. HradayaNathKunjru. This committee deeply studied developing countries Army training to youth in the world and during March 1947 submitted a detailed report to Gov. of India. The Gov. of India accepted recommendations of the committee and prepared a bill. This bill was passed during April 1948 by the parliament and was made National cadet corps act. Under this act the NCC was opened in Schools and Colleges.

To widen the scope of the NCC training, a girl division during 1949, Air wing in 1952 and Navy wing in 1952 were established. National Cadet Corps Directorate was established in the Ministry of Defence during so as to co-ordinate and direct activities of NCC.
